At 1000 pm CDT, the center of Tropical Depression Bill was located at 37.3N, 88.9W, or about 20 miles (35 kilometers) northwest of Paducah, Kentucky. Maximum sustained winds were 15 knots (20 mph, 30 km/h), with higher gusts. The minimum barometric pressure was 1004 millibars (hPa; 29.65 inHg), and the system was moving east-northeast at 10 knots (12 mph, 19 km/h). Bill is still expected to become a remnant low within the next 48 hours.

Bill remains unusually well-defined for a storm so far inland. Infrared imagery indicated persistent and relatively deep convection near the center, which is also noted by radar imagery. Surface observations continue to indicate that Bill has a well-defined circulation, and thus Bill remains a tropical depression this advisory. Though the recent developments may delay the transition to a remnant low pressure area, Bill is still expected to become one in short time.
