At 0400 am CDT, the center of Tropical Depression Bill was located at 36.0N, 93.1W, or about 100 miles (160 kilometers) northwest of Little Rock, Arkansas. Maximum sustained winds were 15 knots (20 mph, 30 km/h), with higher gusts. The minimum barometric pressure was 1005 millibars (hPa; 29.68 inHg), and the system was moving east-northeast at 5 knots (6 mph, 9 km/h). Bill is expected to gradually phase into a remnant area of low pressure as it traverses east-northeastward over the next two days.

Radar and satellite representation of Bill are not flattering, the system continues to be very ragged, as would be expected for a tropical system over land. Surface observations maintain that Bill has a closed, although weak, center of circulation. Wind observations support a system with winds of only around 10 to 15 knots. As winds remain weak, most of the impacts associated with Bill will continue to be flooding. Models remain in agreement that the storm will continue moving east-northeast, gradually accelerating as Bill transitions into a remnant low within about 12 to 24 hours and is absorbed by a mid-latitude cyclone in two days or shortly thereafter.
